The Horseracing Totalisator Board or “tote” was established by Act of Parliament in 1928 and is now the fourth largest bookmaker in the UK. Its original purpose was to offer on-course pool betting on horseracing as an alternative to starting price betting with bookmakers and to distribute its profits for “purposes conducive to the improvement of breeds of horses or the sport of horseracing”. The first major race meetings with tote betting were the flat race meetings at Newmarket and Carlisle on 2nd July 1929.
The Betting Levy Act 1961 forced significant changes on the racing and bookmaking industries. A horserace betting levy on bookmakers meant that the tote was no longer the only source of betting revenue for racing. The spending powers of the tote were transferred to the Levy Board. Most importantly bookmakers were permitted to open betting shops. However, the tote was restricted to opening shops offering bets on horseracing at tote odds. These restrictions were lifted in 1972. From then on the tote could operate as a bookmaker as well as offering pool betting on horses. Today the tote has 540 retail shops offering cash betting on horseracing and a wide range of sporting and non-sporting events.

In “Pool” Betting, all the stakes on a race are pooled and a deduction made to cover costs. The remainder is divided equally amongst the winning tickets. Last minute backing of a horse can dramatically reduce the odds.
